A BILL FOR AN ACT

 

 

RELATING TO THE FESTIVAL OF THE PACIFIC ARTS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the festival of pacific arts and culture has been held approximately every four years since its founding in 1972, bringing together a delegation of at least two thousand five hundred artists, performers, and cultural practitioners from twenty-seven nations in Oceania to preserve, perpetuate, and exchange the arts and cultures of their indigenous peoples.  Visitors from around the world attend the festival to appreciate what the artists, performers, cultural practitioners, and host country have to offer, thereby creating a global market for arts, ideas, and products.

     The legislature further finds that Hawaii, for the first time, was selected to host the festival of pacific arts in 2020.  In preparation, Act 104, Session Laws of Hawaii 2017 established the temporary commission on the thirteenth festival of pacific arts.  The commission will need a significant amount of funds from the public and private sectors to successfully host the festival to be held in Honolulu from June 11 through 27, 2020.  The legislature notes that when Guam hosted the festival in 2016, it cost $24,000,000, but resulted in a twenty-five per cent increase in visitor arrivals, a $125,000,000 benefit to the island's economy, and supported more than one thousand five hundred jobs.

     The purpose of this Act is to appropriate funds for the commission to plan for the thirteenth festival of pacific arts in 2020.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $5,000,000 or so much thereof as may be necessary for fiscal year 2019-2020 for the commission to plan for the thirteenth festival of pacific arts to be held in Honolulu from June 11 through 27, 2020.

     The sums appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2019.
