A BILL FOR AN ACT

 

 

RELATING TO THE ECONOMY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that having a 2020 Hawaii - Philippines sister city trade show and economic outlook symposium ("symposium") would expand the economic partnership between the State and the Philippines sister states and cities.  The State's communities, individuals, and businesses would have the opportunity to meet business owners and city officials from the Philippines to gain a new perspective on Filipino culture and business and trade practices, as well as allow participants to develop relationships and business opportunities which may lead to increased trade and cultural diversity.  In addition to meetings and presentations, the symposium would cover the State's economic objectives, including but not limited to the local economy, energy, agriculture, and environmental sustainability.

     The legislature further finds that the symposium participants from the Philippines would have the opportunity to showcase their products, craftsmanship, and artisan designs, and provide regional perspectives on industry best practices.  In turn, the State's Filipino business community, which consists of three hundred Filipino-American organizations, would have the opportunity to meet and build business relationships, with the Philippines sister city symposium participants, thus creating partnerships for future trade opportunities.

     The legislature also finds that the State and League of Provinces of the Philippines, should they co-host the symposium, will strengthen their relationship and meet the requirements of their Memorandum of Understanding dated July 2, 2017.

     The symposium would also create an economic benefit for the State from the likely increase in tax revenue generated by the influx of travelers.  In addition, foreign investment in companies in the State or the Philippines sister cities could create other long term benefits.

     In addition, if the symposium is held, the Filipino Chamber of Commerce of Hawaii would fulfill its mission of providing its members with resources to broaden their economic opportunities with the Philippines sister cities.  The Filipino Chamber of Commerce of Hawaii would serve as a facilitator of economic activity for the State with the Philippines.

     Accordingly, the purpose of this Act is to appropriate funds to plan and hold the symposium.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 for the Filipino Chamber of Commerce of Hawaii to plan for a 2020 Hawaii – Philippines sister city trade show and economic outlook symposium; provided that no funds shall be made available under this Act unless the department of business, economic development, and tourism obtains matching funds from private sources.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on January 1, 2051.
