A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that evidence-based research and data collection are vital to verifying and formulating best practices for state correctional institutions.  Previously, the department of public safety and the social science research institute at the University of Hawaii at Manoa had an ongoing, mutually-beneficial relationship whereby researchers from the institute collected and analyzed data for the department of public safety for many years.  This working relationship recently terminated, and funding is needed to re-contract with the institute for evidence-based research and data collection.

     The purpose of this Act is to provide funding to the department of public safety to contract with the social science research institute at the University of Hawaii at Manoa for needed evidence-based research and data collection for the department.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 to the department of public safety for the purpose of contracting with the social science research institute of the University of Hawaii at Manoa to research and collect data on behalf of the department of public safety.

     The sum appropriated shall be expended by the department of public safety for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
