A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the state capitol auditorium sound system has become outdated and needs an upgrade.  It is the legislature's intent to empower all residents in our island state to participate in the legislative process.  The legislature further finds the benefits of an updated sound system, compatible with the installation of any future upgrades that will allow for remote participation via web-based and video technologies, to be twofold.  An updated system would allow both parties in-person and listeners on the Capitol TV or 'Olelo Community Television to hear testimony and discussion better.  Also, a sound system compatible with web-based and video technologies would not only optimize civic engagement, especially from those on neighbor islands and in rural Oahu, but also be cost-effective against any future upgrades.

     The purpose of this Act is to appropriate funds for the upgrade of the sound system in the auditorium and conference rooms at the state capitol.  

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to update the sound system in the auditorium and conference rooms at the state capitol.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
