A BILL FOR AN ACT

 

 

relating to homelessness.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that homelessness is one of the most pressing problems in Hawaii.  Due to a severe shortage of affordable rental units, almost half of Hawaii renters spend more than thirty per cent of their incomes on rent, and high housing costs continue to drive residents into homelessness.

     The purpose of this Act is to help address the affordable rental shortage in Hawaii by building and supporting additional low-income rental housing units in Hawaii.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $125,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for purposes set forth in section 201H-202, Hawaii Revised Statutes, pertaining to the rental housing revolving fund; provided that the option of low-cost modular construction as a means of developing more housing units for lower costs than could be accomplished using traditional construction methods be considered in the planning, design, or bid phase of development or construction of rental housing units. 

     SECTION 3.  The appropriation made for the capital improvement project authorized by section 2 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $75,000,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the development and construction of new low-income rental housing units to be used as permanent supportive housing; provided that the option of low-cost modular construction as a means of developing more low-income rental housing units for lower costs than could be accomplished using traditional construction methods be considered in the planning, design, or bid phase of development or construction.

     The sums appropriated shall be expended by the Hawaii housing finance and development corporation for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2019.
