A BILL FOR AN ACT
RELATING TO MAKING AN EMERGENCY APPROPRIATION TO THE STADIUM AUTHORITY.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.
SECTION 2. Act 5, Session Laws of Hawaii 2019, section 3, appropriated $9,297,877 in special funds to the department of accounting and general services to fund payroll and operating costs for the stadium authority.
The stadium authority determined that various unbudgeted expenses would need to be addressed to ensure and maintain a safe facility for the general public and to ensure operating efficiencies.
The stadium authority urgently needs funding to prepare a structural assessment report annually rather than biannually, initiate repair and maintenance based on annual structural assessment report(s), enter into contracts to ensure the presence of law enforcement at events, and to purchase safe operating equipment, including FCC frequency compliant wireless microphones, perimeter wall padding, and other items.
The
purpose of this Act is to make an emergency appropriation to provide funds for
the stadium authority to address the foregoing needs.
SECTION 3. There
is appropriated out of the stadium special fund the sum of $ or so much thereof as may be necessary for
fiscal year 2019-2020 to address the urgent
funding needs of the stadium authority.
The sum appropriated shall be expended by the stadium authority for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2050.
