A BILL FOR AN ACT

 

 

RELATING TO THE STATE BUILDING CODE COUNCIL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Act 82, Session Laws of Hawaii 2007, codified in part II of chapter 107, Hawaii Revised Statutes, established the state building code council to adopt a uniform set of statewide building codes applicable to one- and two-family dwellings; all other residential, commercial, industrial, and state buildings to facilitate building owners, designers, contractors, and code enforcers within the State to apply consistent standards.

     The legislature further finds that the state building code council comprises four government officials, two private design professionals, and one representative from either the General Contractors Association of Hawaii or the Building Industry Association of Hawaii.  Since its formation, the state building code council has struggled with limited funding and staffing support.

     The legislature further finds that with funding and permanent staff, the state building code council can better update and adopt commercial and residential codes, and meet the intent of Act 82, Session Laws of Hawaii 2007, which was to adopt a uniform set of statewide building codes.

     The purpose of this Act is to appropriate funds for the state building code council.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2020-2021 to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time state building code council office.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
