A BILL FOR AN ACT

RELATING TO SOLID WASTE MANAGEMENT.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The legislature finds that the State has a duty to protect the environment, economy, and public health of its people.  Therefore, the department of health should work with the legislature to update the State's waste disposal goals to ensure the goals are measurable and can be revised when necessary.

     (2)  Fifty per cent by January 1, 2000; and

     (3)  Seventy per cent by 2030;

through source reduction, recycling, and bioconversion.  Where feasible, the office shall establish other state goals for specific commodities, recognizing market considerations."
