A BILL FOR AN ACT

 

 

relating to post-secondary education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Launch My Career is an interactive web tool that was developed by College Measures, the United States Chamber of Commerce Foundation, and Gallup, Inc., and financed with grants from USA Funds, a nonprofit corporation.  This web tool is currently available in Colorado, Tennessee, and Texas.  The Launch My Career web tool helps students better understand career and salary opportunities that result from their educational decisions by providing them information about the return on investment in a certificate or degree from public post-secondary schools, including technical schools and community colleges.

     The inspiration for the Launch My Career web tool evolved from the finding that nearly half of recent college graduates were unemployed or underemployed and at least one-third of all college graduates reported that they would choose a different major if they could redo their college years.  The web tool works by asking students to select what major, university, job, or industry they are interested in.  They can use the lifestyle calculator to get a glimpse of the impact that their decisions in school will have on the kind of lifestyle they want to live after they graduate from college.  The website uses a data system from each state that uses the Launch My Career web tool.  The data systems combine a particular state's employment and wage data with the educational outcomes data from colleges within that state.  This data does not reveal any personal information and can be updated annually.

     The legislature further finds that implementing a web tool that is similar to the Launch My Career web tool for high school students in Hawaii who are preparing for college will assist in decreasing post-secondary education dropout rates, ensuring timely graduation, and decreasing student loan debts.

     The purpose of this Act is to require the University of Hawaii to collaborate with the department of education and department of business, economic development, and tourism to develop and implement an interactive web tool, similar to the Launch My Career web tool, that will enable degree-seeking individuals to make more informed decisions regarding their post-secondary education and career choices.

     SECTION 2.  (a)  The University of Hawaii shall collaborate with the department of education and department of business, economic development, and tourism to develop and implement an interactive web tool that will enable degree-seeking individuals to make better-informed decisions regarding their post-secondary education and career choices.

     (b)  The interactive web tool shall provide:

     (1)  Access to data that:

          (A)  Identifies in-demand jobs across the State and in particular regions as well as the degree or certificate programs that will prepare students for those jobs;

          (B)  Compares projected future earnings to the investment required to graduate from a particular school and program;

          (C)  Analyzes the earnings potential of many career options; and

          (D)  Helps students understand the personal and professional satisfaction that accompanies different careers and courses of study;

     (2)  A lifestyle goal calculator that shows the number of years it will take for the salary from a particular occupation to meet a user's lifestyle goals; and

     (3)  A breakeven calculator that shows the number of years it will take after completing a particular degree program for earnings to exceed the total net price of the program.

     (c)  In developing and implementing the interactive web tool, the University of Hawaii may explore similar interactive web tools in other jurisdictions and consult with these jurisdictions or web tool developers.

     (d)  The University of Hawaii shall submit an annual report to the legislature regarding the development, implementation, use, and effectiveness of the interactive web tool, including any proposed legislation, no later than twenty days prior to the convening of each regular session.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the University of Hawaii, in collaboration with the department of education and the department of business, economic development, and tourism, to develop and implement an interactive web tool that will enable degree-seeking individuals to make better informed decisions regarding their post-secondary education and career choices.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
