A BILL FOR AN ACT

 

 

relating to affordable housing.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a desperate need for affordable housing in Hawaii.  Several populations are negatively impacted by the lack of affordable housing, including students, renters, the homeless, and formerly incarcerated individuals.  However, developers assert that affordable units do not get filled, and homeowners are converting rental units into vacation rentals.

     The legislature notes that the department of business, economic development, and tourism currently does not have an accurate number on how many rentals are being used as vacation units.  In the department's report Measuring Housing Demand in Hawaii, 2015-2025, published in March 2015, the department concluded that "[a]nother important driver of housing demand is the increase in the number of residential rental units being used as vacation rentals" and "[t]here is evidence that local residential housing units are increasingly catering to visitors, either full or part time."

     The legislature further finds that an accurate count of the existing supply and demand of affordable units is critical.  Accordingly, the purpose of this Act is to determine the number of housing units and rental units that are being marketed as visitor units.

     SECTION 2.  Chapter 201B, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§201B-    Vacation rental units list.  (a)  The authority shall develop a list of unit addresses that are being marketed to the visitor industry for occupancy, including housing units and rental units.

     (b)  The list in subsection (a) shall be made available to the public on the authority's website by December 31, 2020, and shall be updated monthly."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
