A BILL FOR AN ACT

 

 

relating to local food production.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii produces about ten to fifteen per cent of its food except seafood locally, but that the actual percentage of locally-produced food could vary widely depending on what measurement system is employed.  Local food production can be measured through various methods that include:  the pounds of food produced, the dollar value of total sales of locally-produced food, the percentage of land acreage used to grow food for local consumption, and unique metrics for each food category, among other metrics.

     The legislature further finds that Hawaii does not have a standardized food security metric system.  In order to achieve the "Aloha+ Challenge" and the governor's goal to double local food production by 2020, methods to accurately determine Hawaii's local food production should be studied to help establish a standardized food security metric system.

     The purpose of this Act is to help meet the State's goal of doubling local food production through a department of agriculture-led study to determine what methods should be used to establish a Hawaii food security metric system that will accurately reflect how much food is produced locally.

     SECTION 2.  (a)  The department of agriculture shall conduct a study on what metrics can be employed in Hawaii to accurately determine how much food is locally produced and how much food is imported.  The study shall include an analysis of various methods of measuring local food production.  The methods analyzed shall include calculating local food production by:

     (1)  Measuring the dollar value in terms of total sales of locally-produced food;

     (2)  Measuring the weight of locally-produced food in pounds;

     (3)  Assessing metrics that vary based on food categories; and

     (4)  Analyzing other relevant methods.

     (b)  The department of agriculture shall consult with the department of business, economic development, and tourism to determine the best way to measure the dollar value by total sales of food produced locally when analyzing the method described in subsection (a)(1).

     (c)  The department of agriculture shall also consult with a firm that specializes in local and imported food security metrics to assist the department of agriculture in analyzing and drafting a Hawaii food security metric system for recommendation to the legislature.

     SECTION 3.  The department of agriculture shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2021.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $400,000 or so much thereof as may be necessary for fiscal year 2019-2020 for the department of agriculture to study and consult with a firm that specializes in local food production metrics to accurately determine how much food is produced locally in Hawaii and how much food is imported.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2019.
