THIRTIETH LEGISLATURE, 2019

S.D. 2

STATE OF HAWAII

H.D. 1

A BILL FOR AN ACT

RELATING TO HUMAN SERVICES.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The legislature finds that there is a need to secure funding for a broad range of human services, from social outreach programs to oversight for public health initiatives.  The legislature further finds that there are many opportunities for securing grants from both public and private sources that could be used to support the health and well-being of individuals, families, and communities in the State.  The legislature also finds that applying for grants can be time-consuming and complex.  These challenges make it difficult for agencies like the department of human services and department of health to successfully apply for and obtain grant moneys, especially when the agencies lack technical expertise in grant writing.  Additionally, failure to accurately interpret the details of grant requirements may lead to problematic compliance issues.  The legislature believes that the department of human services and department of health would be better positioned to take advantage of grant opportunities if each department had dedicated individuals responsible for the application for and management of grant opportunities and the development of a grant program.

     The purpose of this Act is to establish within the department of human services and department of health a pilot project authorizing each department to establish one three-year full-time temporary exempt position to support a grant development program and contract with an individual to serve as a capture manager, to secure grant and other funding opportunities for each department.

     SECTION 2.  (a)  The department of human services may establish one three-year full-time temporary exempt position and contract the services of an individual to serve as a capture manager for the department.

     (b)  The three-year full-time temporary exempt position shall:

     (1)  Develop internal capacity for grant identification, application, and management;

     (2)  Support grants successfully awarded to the department of human services; and

     (3)  Develop a sustainability plan to support a robust grant development program within the department.

     (c)  The capture manager shall:

     (1)  Serve as a dedicated grant writer for the department of human services;

     (2)  Be responsible for applying for grants and other funding sources available from the public and private sectors; and

     (3)  Manage all grants successfully secured.

     (d)  The department of human services shall submit reports to the legislature no later than twenty days prior to the convening of the regular sessions of 2020 and 2021.  The reports shall include:

     (1)  A list of grant or funding opportunities sought or applied for;

     (2)  A list of grants awarded and funding received; and

     (3)  Any recommendations or proposed legislation.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to contract the services of a dedicated capture manager for the department of human services.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the establishment of one full-time equivalent (1.00 FTE) temporary exempt position to support the grant development pilot project established by this Act.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 5.  (a)  The department of health may establish one three-year full-time temporary exempt position and contract the services of an individual to serve as a capture manager for the department.

     (b)  The three-year full-time temporary exempt position shall:

     (1)  Develop internal capacity for grant identification, application, and management;

     (2)  Support grants successfully awarded to the department of health; and

     (3)  Develop a sustainability plan to support a robust grant development program within the department.

     (c)  The capture manager shall:

     (1)  Serve as a dedicated grant writer for the department of health;

     (2)  Be responsible for applying for grants and other funding sources available from the public and private sectors; and

     (3)  Manage all grants successfully secured.

     (d)  The department of health shall submit reports to the legislature no later than twenty days prior to the convening of the regular sessions of 2020 and 2021.  The reports shall include:

     (1)  A list of grant or funding opportunities sought or applied for;

     (2)  A list of grants awarded and funding received; and

     (3)  Any recommendations or proposed legislation.

     SECTION 6.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to contract the services of a dedicated capture manager for the department of health.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 7.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 8.  The appropriations authorized by section 4 and section 7 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 9.  This Act shall take effect on July 1, 2050, and shall be repealed on June 30, 2022.
