THE SENATE

S.B. NO.

592

THIRTIETH LEGISLATURE, 2019

STATE OF HAWAII

A BILL FOR AN ACT

RELATING TO THE SALARY OF THE STATE LIBRARIAN.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that existing law authorizes the board of education to set the salary of the state librarian as long as the salary does not exceed a specific amount, also referred to as a salary cap.  The state librarian's current salary cap is $120,000 per year, which was last updated in 2001.  The legislature further finds that in order to promote greater equity, the salary of the state librarian should be capped based on a percentage of the salary of the superintendent of education, who, like the state librarian, falls under the purview of the board of education.  The superintendent's current cap is $250,000 per year, which was last updated in 2014.

SECTION 2.  Section 312-2.1, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

"(b)  The salary of the state librarian shall be set by the board of education [at a rate no greater than $120,000.]; provided that the salary of the state librarian shall not exceed ninety per cent of the superintendent of education's salary."

SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

SECTION 4.  This Act shall take effect on July 1, 2019.
