A BILL FOR AN ACT

 

 

relating to the ala wai canal.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Ala Wai canal serves as a primary drainage corridor running the length of Waikiki and emptying into the Pacific Ocean.  The Ala Wai canal is one of the dirtiest, most polluted locations on the island of Oahu.

     The legislature further finds that one innovative potential solution to trash pollutants in the Ala Wai canal is a trash collector with a floating boom that utilizes renewable resources.  Trash can be picked up by a conveyer belt that is powered by a wheel.  The trash would then move up the conveyer belt, removing the debris from the Ala Wai canal.

     The legislature additionally finds that trash collectors with a water wheel design have already proven successful in cities such as Baltimore, where one such collector has removed more than four hundred forty tons of garbage from the city's inner harbor over a two-year period.  Utilizing a similar water wheel trash collector in the Ala Wai canal would lead to cleaner water suitable for use as a recreational area.

     The purpose of this Act is to appropriate funds to procure, install, and operate a trash collector using renewable sources of energy in the Ala Wai canal.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to procure, install, and operate a machine or system that uses water current, photovoltaic, or other renewable sources of energy to clean trash out of the Ala Wai canal.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2019.
