SENATE CONCURRENT

RESOLUTION

 

 

Urging the University of Hawaii, in consultation with its facilities offices, the Department of Accounting and General Services, and industry representatives, to develop an integrated plan TO PROVIDE certificates, degrees, and associated pathways in the areas of facilities maintenance and construction management.

 

 


     WHEREAS, the Executive Branch of the State currently has a deferred maintenance backlog valued at approximately $4,000,000,000, with the University of Hawaii and the Department of Education alone having more than $1,700,000,000 worth of deferred maintenance; and

 

WHEREAS, the State is also facing a shortage of qualified candidates for numerous vacant building facility manager and maintenance worker positions, which both pay a living wage of more than $50,000 per year; and

 

WHEREAS, Hawaii currently lacks a formal training pipeline for building facilities maintenance and construction management positions; and

 

WHEREAS, proper training that specifically teaches the skill sets needed for facilities maintenance and construction management can help to reduce the deferred maintenance backlog statewide; and

 

WHEREAS, increasing the number of qualified individuals in the area of facilities maintenance and construction management can help to address the high vacancy rates across public and private industries and ensure employee retention in these critical jobs; and

 

WHEREAS, the University of Hawaii's West Oahu Campus offers a bachelor of arts degree in business administration with a concentration in facilities management; and

WHEREAS, the University of Hawaii at Manoa and Leeward Community College are adding programs that more fully integrate the various technical components of managing a facility with a holistic understanding and management of the life cycle of an asset within a physical plant; now, therefore,

 

BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that the University of Hawaii, in consultation with its facilities offices, the Department of Accounting and General Services, and industry representatives, is urged to develop an integrated plan to provide certificates, degrees, and associated pathways in the areas of facilities maintenance and construction management; and

 

BE IT FURTHER RESOLVED that the University of Hawaii is urged to coordinate the programs with appropriate representatives from the public and private sector, including the University of Hawaii facilities offices and the Department of Accounting and General Services, to ensure the academic coursework for the disciplines is aligned with articulation between the two- and four-year programs, as well as progressive professional development; and

 

BE IT FURTHER RESOLVED that the curriculum of the facilities maintenance programs is urged to focus on instilling students with technical knowledge, professional judgement, and industry best practices to understand and maintain the life cycle of a variety of structures and subsystems commonly found in the built environment; and

 

BE IT FURTHER RESOLVED that the curriculum of the construction management programs should prepare students to apply technical knowledge, professional judgement, and industry best practices to understand construction and material means, methods, and application, as well as time and financial management of a project; and

 

BE IT FURTHER RESOLVED that the programs should incorporate internships with a variety of public and private entities within the industry ranging from the delivery of technical services to managing the life-cycle of the physical plant, including government-owned entities like the University of Hawaii facilities offices and the Department of Accounting and General Services; and

 

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the University of Hawaii Board of Regents, President of the University of Hawaii, and Comptroller.
