SENATE CONCURRENT

RESOLUTION

requesting the state and counties to allow properties, structures, and buildings that are abandoned, underutilized, or unoccupied to be used for educational, recreational, health, and human services programs.

WHEREAS, the state and county governments are landowners or lessees of real properties and buildings that are intended to serve various purposes for the public; and

WHEREAS, if these properties and buildings are abandoned, unused, underutilized, or otherwise in excess of their respective need, the public purpose is not served; for example, the University of Hawai�i continues to pay $5,000 a month so that its president can rent a condominium while the 4,500 square foot Manoa mansion remains unoccupied and has been used sparingly since renovations were completed several months ago; and

WHEREAS, unused or underutilized properties hold the potential to provide government and community services, including educational, recreational, health, and human services programs; and

WHEREAS, private providers of community services need more venues for offices and operations; and

WHEREAS, the lack of affordable land and buildings is a critical impediment to providing community services; and

WHEREAS, the State and counties, as providers of various community services, could leverage the use of existing properties under their respective jurisdictions by co-locating on the same property various community service programs to address multiple community needs, such as allowing community service program providers to share the use of property of a public school that has a declining enrollment and may be in jeopardy of closing; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Department of Education, Department of Land and Natural Resources, and planning departments of the respective counties are requested to compile a report that lists every property under their respective jurisdictions that:

(1) Consists of land, buildings, or both;

(2) Is abandoned, underutilized, unused, unoccupied, or otherwise in excess of the counties' respective needs;

(3) Holds the potential to provide human services, including housing, early learning centers, and senior and elderly services; and

(4) Is a public school that is facing potential closure or consolidation with another school and that includes facilities that would be suitable to provide human services community needs; and

BE IT FURTHER RESOLVED that for each property, the report include information on location, tax map key, zoning, land classification, ownership, current status of use, description and pictures of any buildings on the property, and whether the property or building, or both, would be suitable for educational, recreational, health, or human services programs; and

BE IT FURTHER RESOLVED that the Department of Education, Department of Land and Natural Resources, City and County of Honolulu Department of Planning and Permitting, Hawaii County Planning Department, Kauai County Planning Department, and Maui County Department of Planning are requested to submit their respective reports to the attention of the Senate Committee on Human Services and the House Committees on Human Services and Housing, no later than twenty days prior to the convening of the Regular Session of 2012; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education, Chairperson of the Board of Land and Natural Resources, Director of Human Services, Director of Health, Director of the City and County of Honolulu Department of Planning and Permitting, Director of the Hawaii County Planning Department, Director of the Kauai County Planning Department, and the Director of the Maui County Department of Planning.
