SENATE CONCURRENT

RESOLUTION

 

 

Requesting the state Foundation on culture and the arts to display all works of art in its collection and to make publicly available on the internet photographs and information of every work of art in the foundation's collection.

 

 


WHEREAS, the mission of the State Foundation on Culture and the Arts (Foundation) is to promote, perpetuate, preserve, and encourage culture and the arts, history, and the humanities as central to the quality of life of the people of Hawaii; and

 

WHEREAS, forty years ago, Governor John A. Burns and a number of other visionary leaders believed that Hawaii's natural beauty should be complemented by artistic beauty to be enjoyed by residents and visitors in public state buildings, such as airports, schools, offices, the State Capitol and later additions, including the Hawaii Convention Center; and

 

WHEREAS, these leaders persuaded the Legislature to set aside one per cent of all state capital improvement expenditures to buy and commission art for Hawaii's public state buildings, a concept that became known as the art in public places program, a first in the nation that became a model for many other states; and

 

WHEREAS, the Foundation administers the art in public places program to replace in public state buildings the natural beauty displaced in construction with works of art and, acting with the Comptroller, decides on the specific art objects to acquire, and selects artists to commission; and

 

WHEREAS, the amount spent on commissioned and individual art purchases for the arts in public places and relocatable works of arts programs is carefully monitored by a citizen commission, the Foundation staff, and others in the state administration; and

 

     WHEREAS, only five thousand of the six thousand five hundred art pieces in the Foundation's collection, about seventy-five percent, are currently displayed in public places with the remainder in storage or otherwise inaccessible to the public; and

 

     WHEREAS, during fiscal year 2010-2011, the Foundation purchased forty-four relocatable works of art at a cost of $83,646.28; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the State Foundation on Culture and the Arts is requested to display all works of art in the Foundation's collection; and

 

     BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts is requested to photograph every work of art in the Foundation's collection and make the photographs publicly available on an internet website with a description and current location on each piece of art; and

 

     BE IT FURTHER RESOLVED that the Chief Information Officer is requested to assist the State Foundation on Culture and the Arts in implementing an online database of every work of art in the Foundation's collection, including a search feature that allows the public to access information on the works of art by artist, date of creation, and current location; and

 

     BE IT FURTHER RESOLVED that the State Foundation on Culture and the Arts is requested to submit a report to the Legislature on its actions taken to implement the intent of this measure not later than twenty days prior to the convening of the 2014 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Executive Director of the State Foundation on Culture and the Arts, the Chairperson


of the Board of Commissioners of the State Foundation on Culture and the Arts, and the Chief Information Officer.
