SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A STUDY ON THE NECESSITY OF VEHICLE SAFETY INSPECTIONS IN HAWAII.

 

 


     WHEREAS, the manufacturing technology and standard safety features of today's automobiles greatly surpass the automobiles manufactured as recently as fifteen years ago; and

 

     WHEREAS, the annual safety checks on vehicles today often do not uncover any material defects or safety concerns; and

 

     WHEREAS, chapter 286, Hawaii Revised Statutes, and the Department of Transportation pursuant to title 19, Hawaii Administrative Rules, require frequent vehicle safety inspections; and

 

     WHEREAS, other states have eliminated or modified their safety inspection requirements; and

 

     WHEREAS, Hawaii's vehicle safety inspection requirements may not be necessary; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that the Department of Transportation is requested to conduct a study on the necessity of vehicle safety inspections in Hawaii; and

 

     BE IT FURTHER RESOLVED that the study include:

 

     (1)  The feasibility of eliminating or modifying vehicle safety inspections in Hawaii; and

 

     (2)  A review of the laws of other states that have enacted laws eliminating or modifying vehicle safety inspections; and

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
