SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of health to establish a palliative care and quality of life advisory council.

 

 


     WHEREAS, palliative care is a multidisciplinary approach to specialized medical care providing relief to seriously ill patients, improving the patients' quality of life, and focusing on supporting patients and their families; and

 

     WHEREAS, receiving palliative care can improve a patient's ability to tolerate medical treatments and have more control over the patient's medical care by improving the patient's understanding of choices for treatment; and

 

     WHEREAS, a study published by the New England Journal of Medicine in 2010 found that advanced lung cancer patients who received palliative care had lower rates of depression and better quality of life than patients who only received standard treatments; and

 

     WHEREAS, patients diagnosed with serious or chronic illnesses qualify to receive palliative care at any stage in their illness; and

 

     WHEREAS, family caregivers can also benefit from palliative care as it provides care support on how to manage problems using creativity, more effectively partner with the patient to better manage the patient's symptoms, build a support network, and make better decisions; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Department of Health is requested to establish a palliative care and quality of life advisory council; and

 

     BE IT FURTHER RESOLVED that the advisory council consist of nine voting members who are appointed by the Governor for four-year terms; and

 

     BE IT FURTHER RESOLVED that the members of the advisory council be selected as follows: 

 

     (1)  One employee of the Department of Health with a background in hospice and palliative care;

 

     (2)  Two physicians or nurses certified under the hospice and palliative medicine certification program administered by the American Board of Internal Medicine; and

 

     (3)  Six members representing persons with work experience in palliative care; persons with work experience in palliative care delivery models in a variety of settings, such as acute care, long term care, and hospice care, and with a variety of populations, including pediatric patients, youth patients, and adult patients; and persons who represent palliative care patients or family members of palliative care patients; and

 

     BE IT FURTHER RESOLVED that the advisory council provide input on continuing education opportunities regarding palliative care for health care professionals, delivery of palliative care in the home and in primary, secondary, and tertiary environments, best practices in delivery, education materials for consumers of palliative care, and referral information for hospice and palliative care; and

 

     BE IT FURTHER RESOLVED that the advisory council assist each health care facility and each health care service in the State to establish a system for identifying patients or residents who could benefit from hospice or palliative care and provide information to facilitate access to appropriate hospice and palliative care services for patients or residents with serious illness; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Director of Health.
