STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

 

 

urging state and county agencies and the university of hawaii system to IMPLEMENT flexible work SCHEDULES through staggered work hours for their employees to ease traffic congestion.

 

 

     WHEREAS, the importance of achieving a positive state of mental health, including an individual's ability to enjoy life and procure a balance between work and life activities, has become increasingly important in today's society; and

 

     WHEREAS, residents of Hawaii are working harder and longer hours than ever in order to meet the high cost of living in the State, ultimately forgoing spending quality time with loved ones and instead spending it commuting; and

 

     WHEREAS, the number of Hawaii residents commuting ninety minutes or more has increased sixty-three percent from 2010 to 2015, reaching almost seventeen thousand people; and

 

     WHEREAS, studies have shown that offering employees flexible work hours and alternative work schedules leads to less traffic congestion and allows for more balance between residents' work and personal life; and

 

     WHEREAS, improved productivity and efficiency in employee working conditions, helping to ease peak morning and afternoon traffic congestion, and accommodating employees' work and family needs were cited as the driving forces behind this State policy; and

 

     WHEREAS, staggered work hours for state employees can result in up to a seventy percent reduction in commute time for all commuters, thereby reducing the amount of vehicles on the road during peak traffic times; and

 

     WHEREAS, a flexible work schedule through staggered work hours will benefit families, communities, the environment, and economy; and

 

     WHEREAS, on December 3, 2003, the Department of Human Resources Development issued Policy No. 502.005, relating to flexible working hours, in order to provide a plan for flexible working hours for full-time and part-time state employees; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that state and county agencies and the University of Hawaii System are urged to allow for flexible work schedules through staggered work hours for their employees to ease traffic congestion; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Comptroller; Chairperson of the Board of Agriculture; Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Chairperson of the Board of Land and Natural Resources; Director of Public Safety; Director of Taxation; Director of Transportation; mayors of each county; and President of the University of Hawaii System.
