SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS TO INCLUDE PERSONAL SERVICES COST EXPENDITURES IN THE "JOBCOUNT BY INDUSTRY" TABLE AND TO LIST THE DATA FOR STATE EMPLOYEES SEPARATELY BY BRANCH OF STATE GOVERNMENT.

 

 


     WHEREAS, the Legislature finds that the budgetary situation of the State requires constant planning and oversight to preserve the balance between funding the level of state services necessary for a safe, compassionate, and prosperous community and imposing a state tax burden upon residents and businesses that is affordable, sustainable, and equitable; and

 

     WHEREAS, achieving this balance requires the Legislature to scrutinize relevant data, including data on the number of state employees and expenditures for personal services cost; and

 

     WHEREAS, the Department of Labor and Industrial Relations prepares the "Jobcount by Industry" table and posts it on the Hawaii Workforce Infonet; and

 

     WHEREAS, the "Jobcount by Industry" table includes historical data on the number of state government jobs, meaning "all paid positions or jobs in the executive, legislative, and judiciary branches, as reported in the Department of Accounting and General Services payroll report"; and

 

     WHEREAS, the "Jobcount by Industry" table is one of the better sources of data on the number of state employees in all branches of state government; and

 

     WHEREAS, the "Jobcount by Industry" table, however, does not provide data on the personal services cost expended for state employees; and

 

     WHEREAS, that data are available from the Department of Accounting and General Services' payroll report, which the Department of Labor and Industrial Relations cites as the source for the number of state employees listed in the "Jobcount by Industry" table; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the House of Representatives concurring, that the Department of Labor and Industrial Relations is requested to include personal services cost expenditures for state employees in its "Jobcount by Industry" table; and

 

     BE IT FURTHER RESOLVED that the Department of Labor and Industrial Relations also is requested to list the data for state employees in the "Jobcount by Industry" table separately by branch of state government; and

 

     BE IT FURTHER RESOLVED that the Department of Labor and Industrial Relations is requested to obtain the data from the payroll report of the Department of Accounting and General Services; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to provide the data to the Department of Labor and Industrial Relations; and

 

     BE IT FURTHER RESOLVED that the Department of Labor and Industrial Relations is requested to submit a report to the Legislature by January 1, 2018, on the actions undertaken to comply with this Concurrent Resolution; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Labor and Industrial Relations and Comptroller.
