SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of commerce and consumer affairs to amend the definitions of "emergency medical technician-basic" and "emergency medical technician-paramedic" UNDER SECTION 16-85-53.5, HAWAII ADMINISTRATIVE RULES.

 

 


     WHEREAS, the mission of the Emergency Medical Services and Injury Prevention System Branch is to administer, maintain, and operate a state comprehensive emergency medical services system throughout Hawaii to reduce medical emergency deaths, injuries, and permanent long-term disability; and

 

     WHEREAS, under the existing definitions of an "emergency medical technician-basic" and "emergency medical technician-paramedic" in section 16-85-53.5, Hawaii Administrative Rules, it is unclear when emergency medical technicians and paramedics are authorized to provide basic and advanced life support services to a patient if the patient is not in transit to a medical facility; and

 

     WHEREAS, this interpretation can potentially restrict highly trained emergency medical technicians and paramedics from preforming basic and advanced life support services to patients in situations where the patient is not being transported to a medical facility; and

 

     WHEREAS, in order to ensure that the Emergency Medical Services and Injury Prevention System Brach is able to carry out its mission to reduce medical emergency deaths, injuries, and long-term disability, it is imperative to provide clarity and allow emergency medical technicians and paramedics more flexibility in carrying out their respective services, regardless of the location of the emergency; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that the Department of Commerce and Consumer Affairs is requested to amend the definitions of "emergency medical technician-basic" and "emergency medical technician-paramedic" under section 16-85-53.5, Hawaii Administrative Rules; and

 

     BE IT FURTHER RESOLVED that the Department of Commerce and Consumer Affairs is requested to amend the definition, pursuant to section 16-85-53.5, Hawaii Administrative Rules, of "emergency medical technician-basic" or "EMT-Basic" or "EMT-B" to mean "an individual certified by the Board of Medical Examiners to perform basic life support"; and

 

     BE IT FURTHER RESOLVED that the Department of Commerce and Consumer Affairs is requested to amend the definition, pursuant to section 16-85-53.5, Hawaii Administrative Rules, of "emergency medical technician-paramedic" or "EMT-Paramedic" or "EMT-P" or "paramedic" to mean "an individual certified by the Board of Medical Examiners to perform basic and advanced life support"; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Commerce and Consumer Affairs, Director of Health, and Chief of the Emergency Medical Services and Injury Prevention System Branch.
