SENATE CONCURRENT

RESOLUTION

 

 

requesting the University of hawaii to submit a report to the legislature assessing the value and impact of graduate programs in hawaii.

 

 


     WHEREAS, the University of Hawaii at Manoa enrolls approximately 14,000 undergraduate students and approximately 5,000 graduate students; and

 

     WHEREAS, the University of Hawaii expends approximately $12,000,000 per year on student and central administrative personnel salaries to support graduate students; and

 

     WHEREAS, the University of Hawaii pays salaries to senior faculty members to provide instruction to its graduate students and pays for other support services for graduate students; and

 

     WHEREAS, this body believes that it is in the public interest to determine whether, and to what extent, the graduate programs at the University of Hawaii meet the needs of the community in providing higher education in fields that positively impact the State; and

 

     WHEREAS, this body believes that the University of Hawaii's graduate programs should provide job opportunities in Hawaii for graduate students receiving degrees from the institution; and

 

     WHEREAS, as a public university that receives public funding, it is important that the costs of operating the University of Hawaii's graduate programs are adequately covered and that there is a credible nexus between the operational costs and benefits provided to the community and State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the University of Hawaii is requested to provide a comprehensive report to the Legislature no later than twenty days prior to the convening of the Regular Sessions of 2015, 2016, and 2017, on the University of Hawaii's graduate programs; and

 

     BE IT FURTHER RESOLVED that the report include the following for each graduate program per school year immediately preceding the report deadline:

 

     (1)  The number of enrolled students, with a delineation by graduate degree for the year covered by that report; provided that the report submitted prior to the Regular Session of 2015 includes information from the 2011-2012, 2012-2013, and 2013-2014 school years;

 

     (2)  The number of graduate enrollees who are residents of Hawaii;

 

     (3)  The number of graduates who obtained jobs in Hawaii after graduation;

 

     (4)  The number of graduates who obtained jobs in their field of study;

 

     (5)  The number of graduate enrollees who paid full graduate tuition;

 

     (6)  The number of enrollees who received a graduate assistant stipend;

 

     (7)  The number of faculty members in each graduate program assigned to teach graduate students; and

 

     (8)  The costs associated with operating the graduate programs, itemized by program; and

 


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Board of Regents of the University of Hawaii, President of the University of Hawaii System, Chancellor of the University of Hawaii at Manoa, Chancellor of the University of Hawaii at Hilo, Chancellor of the University of Hawaii-West Oahu, and Chancellor of the University of Hawaii Maui College.
