STATE OF HAWAII

SENATE RESOLUTION

REQUESTING THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION TO ESTABLISH A WORKING GROUP TO EXAMINE THE ESTABLISHMENT OF A FIRST RESPONDERS TECHNOLOGY campus and COMMAND CENTER IN CENTRAL OAHU.

WHEREAS, the State requires a plan to relocate public safety services located within and nearby inundation zones to a centralized non-inundation zone area that will provide direct access to highways and be in convenient proximity to hospital and military services and assistance; and

WHEREAS, in the event of a major disaster, critical systems could be unavailable for months, negatively impacting the lives of many tens of thousands of citizens and costing the State tens of millions of dollars in unplanned system recovery and restart costs; and

WHEREAS, the current data center environment is not fulfilling the capacity, reliability, and security needs of the various departments; and

WHEREAS, the existence of more than thirty low-quality data centers, which are poorly secured and monitored and completely unmanned more than 65 percent of the time, exposes the State to the possibility of significant physical and cyber security breaches, resulting in the loss of confidential information about our most vulnerable citizens; and

WHEREAS, compromising citizens' security and damaging the reputation of the State as a trustworthy data custodian could expose the State to tens of millions of dollars in liability and remediation costs; and

WHEREAS, the High Technology Development Corporation, in collaboration with the Department of Accounting and General Services and the Chief Information Officer, has the ability to oversee the design, construction, and operation of a data center that can house the centralized computing resources along with key staff that support and maintain these resources; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the High Technology Development Corporation is requested to convene a working group to examine the establishment of a first responders technology campus and cyber security command center in central Oahu to centralize first responders and cyber security facilities and enable the sharing of resources and support services; and

BE IT FURTHER RESOLVED that the High Technology Development Corporation is encouraged to include in the working group representatives from the:

(1) Hawaii National Guard;

(2) Hawaii Army National Guard;

(3) Hawaii State Civil Defense;

(4) Department of Public Safety � Sheriff Division;

(5) High Technology Development Corporation;

(6) Department of Accounting and General Services � Office of Information Management and Technology;

(7) Honolulu Fire Department;

(8) Honolulu Police Department; and

(9) Honolulu Emergency Medical Services; and

BE IT FURTHER RESOLVED that the members choose a chair of the working group from among themselves; and

BE IT FURTHER RESOLVED that the working group examine and make recommendations regarding the following issues, at minimum:

(1) A plan to establish a first responders technology campus and cyber security command center in central Oahu;

(2) Potential funding sources and financial opportunities for the campus and command center;

(3) Staffing needs of the campus and command center; and

(4) Potential sites within Central Oahu and designs for the campus and command center; and

BE IT FURTHER RESOLVED that the members of the working group serve without compensation but be reimbursed for expenses, including travel expenses, necessary for the performance of their duties; and

BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016; and

BE IT FURTHER RESOLVED that the working group be dissolved on June 30, 2016; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Adjutant General, Director of Public Safety, Chief Executive Officer of the High Technology Development Corporation, Comptroller, Fire Chief of the Honolulu Fire Department, Chief of the Honolulu Police Department, and Chief of the Honolulu Emergency Medical Services.
