STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

urging the city and county of honolulu department of parks and recreation to reconsider its denial to permit recreational horseback riding on waikane trail.

 

 


     WHEREAS, the Waikane Valley Nature Preserve consists of three hundred seventy-six acres in Waikane Valley on the windward side of Oahu and is under the jurisdiction of the Department of Parks and Recreation of the City and County of Honolulu; and

 

     WHEREAS, the Waikane Valley Nature Preserve is situated within the state agricultural district; and

 

     WHEREAS, section 205-4.5, Hawaii Revised Statutes, specifies the types of permissible uses within agricultural districts; and

 

     WHEREAS, one of these permissible uses includes public and private open area types of recreational uses, including day camps, picnic grounds, parks, and riding stables; and

 

     WHEREAS, John and Loretta Kilbey live in Waikane Valley adjacent to the Waikane Valley Nature Preserve and have enjoyed riding their horses on the Waikane Trail within the nature preserve since they moved to Waikane in 1980; and

 

     WHEREAS, the Kilbeys recently requested from the City and County of Honolulu Department of Parks and Recreation permission to continue riding their horses within the nature preserve; and

 

     WHEREAS, the City and County of Honolulu Department of Parks and Recreation denied their request; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the City and County of Honolulu Department of Parks and Recreation is urged to reconsider its denial to permit recreational horseback riding on the trail in the Waikane Valley Nature Preserve; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and Director of the City and County of Honolulu Department of Parks and Recreation.
