SENATE RESOLUTION

 

 

requestING THAT THE Department of Business, Economic Development, and Tourism convene aN international moon base alliance committee to provide recommendations and guidance for the development of evolvable lunar architecture on the island of Hawaii.

 

 

 


     WHEREAS, Hawaii has a strategic location near the equator and in the middle of the Pacific Ocean, resident expertise in aerospace-related technologies, and terrain that is similar to the moon and Mars; and

 

     WHEREAS, Hawaii has played a seminal role in the national space program by providing astronaut training for the Apollo lunar missions and cutting-edge applications of aerospace-related technologies in planetary geosciences, satellite communications, space-based remote sensing, environmental monitoring, and deep-space surveillance; and

 

     WHEREAS, Hawaii has long-standing ties with space-faring nations worldwide; and

 

     WHEREAS, the island of Hawaii's moon-like terrain provides an ideal environment for the development, testing, and validation of a prototype moon base that allows humans to live on the surface of the moon to conduct research and commercial operations, also known as evolvable lunar architecture; and

 

     WHEREAS, the island of Hawaii can create jobs and educational opportunities for local students, professionals, and entrepreneurs as a venue for research related to telecommunications, power generation, food production, and life support systems that would allow interplanetary travel; and

 

     WHEREAS, new types of economic activity such as asteroid mining, space-based solar power generation, and the use of lunar resources could enrich terrestrial civilization, help preserve the Earth's fragile environment, and ultimately enable sustainable human exploration to Mars and beyond; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Business, Economic Development, and Tourism are requested to convene a committee to be known as the International Moon Base Alliance, comprising representatives from government, industry, and research institutions to provide recommendations and guidance for the development of evolvable lunar architecture on the island of Hawaii; and

 

BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to extend invitations to join the International Moon Base Alliance, without compensation, to representatives of relevant government, industry, and university organizations, including but not limited to:

 

     (1)  Hawaii-based organizations, including the Office of Aerospace Development, the Hawaii Aerospace Advisory Committee, the Pacific International Space Center for Exploration Systems, the Hawaii Space Flight Laboratory at the University of Hawaii at Manoa, and the Hawaii Space Exploration Analog and Simulation Program operated by the University of Hawaii at Manoa;

 

     (2)  The National Aeronautics and Space Administration, including but not limited to the Space Portal at NASA Ames Research Center and the Exploration Integration and Science Office at the Johnson Space Center;

 

     (3)  Other appropriate federal entities and national space agencies, including but not limited to the Federal Aviation Administration, United States Indo-Pacific Command, and United States Army Pacific;

 

     (4)  The Lunar Exploration and Analysis Group;

 

     (5)  The University Space Research Association, including the Lunar and Planetary Institute;

     (6)  Major corporations representing aerospace, information technology, renewable energy, robotics, manufacturing, and other appropriate industrial sectors;

 

     (7)  National space advocacy organizations, including the National Space Society, the Lunar Explorers Society, the Space Frontier Foundation, and the American Astronautical Society;

 

     (8)  Global space agencies and organizations, including the United Nations Office for Outer Space Affairs, the International Lunar Exploration Working Group, the International Space Exploration Coordination Group, and the Committee on Space Research;

 

     (9)  The Chairs of the following committees of the Hawaii State Senate, or their designees:

 

          (A)  Energy, Economic Development, and Tourism; and

 

          (B)  Technology; and

         

    (10)  The Chairs of the following committees of the Hawaii State House of Representatives, or their designees:

 

          (A)  Economic Development and Business; and

 

          (B)  Public Safety, Veterans, and Military Affairs; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to use its resources and technology to encourage virtual meetings in order to submit an interim report to the Legislature on the progress of the development of evolvable lunar architecture on the island of Hawaii, including any findings, recommendations, and proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2020, and a final report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Administrator of the National Aeronautics and Space Administration; Administrator of the Federal Aviation Administration; Commander of United States Indo-Pacific Command; Commanding General of the United States Army Pacific; Director of Business, Economic Development, and Tourism; Chair of the Senate Committee on Energy, Economic Development, and Tourism; Chair of the Senate Committee on Technology; Chair of the House Committee on Economic Development and Business; and Chair of the House Committee on Public Safety, Veterans, and Military Affairs.
