SENATE RESOLUTION

 

 

encouraging the department of transportation, in consultation with any other state agency with expertise in technological research, to conduct research on technology that can scan shipping containers for any type of illegal firework being imported into the state.

 

 


     WHEREAS, the use of illegal aerial fireworks in the State continues to cause significant disruption and concern for residents and visitors; and

 

     WHEREAS, over the years, the Honolulu Police Department has received thousands of complaints and made numerous arrests relating to the use of illegal fireworks; and

 

     WHEREAS, illegal fireworks have also caused physical injuries and damaged property, including the death of an Oahu resident in 2016; and

 

     WHEREAS, the ease of importing illegal fireworks into the State is a public safety concern that impacts all residents and visitors of the State; and

 

     WHEREAS, the inspection of shipping containers is a major element in the fight against the importation of illegal fireworks; and

 

     WHEREAS, over ninety percent of the more than two hundred thousand shipping cargo containers that arrive in Hawaii each year are from the continental United States; and

 

     WHEREAS, however, only a small fraction of these containers are inspected by government agencies; and

 

     WHEREAS, the lack of sufficient cargo inspections increases the opportunity for illegal fireworks to enter the State; and

 

     WHEREAS, new technologies are constantly being developed to assist law enforcement in detecting illegal fireworks; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Transportation, in consultation with any other state agency with expertise in technological research, is encouraged to conduct research on technology that can scan shipping containers for any type of illegal firework being imported into the State; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
