SENATE RESOLUTION

 

 

requesting the department of the attorney general to establish a task force to REVIEW the legal, tax, and economic ramifications of the state discontinuing to license marriage.

 

 


     WHEREAS, the federal and state governments recognize and regulate certain interpersonal relationships; and

 

     WHEREAS, the federal and state governments continue to discuss the creation of new legal interpersonal relationships; and

 

     WHEREAS, conversations surrounding the creation of new legal interpersonal relationships often focus on what the government's role should be regarding the recognition, regulation, and providing incentives for interpersonal relationships; and

 

     WHEREAS, some organizations and scholars recommend that state governments cease to license marriage relationships; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of the Attorney General is requested to establish a Marriage License Task Force to review the legal, tax, and economic ramifications of the State discontinuing to license marriage; and

 

     BE IT FURTHER RESOLVED that the Legislature requests that the Task Force consist of the following five members, or their designees:

 

     (1)  The Attorney General;

 

     (2)  The Director of Taxation;

 

     (3)  The Director of Business, Economic Development, and Tourism;

 

     (4)  The Executive Director of the University of Hawaii Economic Research Organization; and

 

     (5)  The Director of Health; and

 

     BE IT FURTHER RESOLVED that the Attorney General or the Attorney General's designee is requested to serve as chairperson of the Task Force; and

 

     BE IT FURTHER RESOLVED that the Task Force is requested to submit findings, recommendations, and proposed legislation to the Legislature not later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that the Task Force cease to exist on June 30, 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Attorney General, the Director of Taxation, the Director of Business, Economic Development, and Tourism, the President and the Chairperson of the Board of Regents of the University of Hawaii, the Executive Director of the University of Hawaii Economic Research Organization, and the Director of Health.
