SENATE RESOLUTION

 

 

urging the county of maui to approve the installation and use of composting toilets, especially in remote areas where county sewer line access and cesspool conversion can be cost-prohibitive.

 

 


     WHEREAS, composting toilets use no water and produce compost that can be used to enrich the soil; and

 

     WHEREAS, in certain areas of Maui, geological features, such as hard volcanic rock and a shallow water table, or the limits of existing infrastructure, have made the use of conventional flush and septic systems impracticable; and

 

     WHEREAS, the costs associated with installing septic systems is a particular burden on farms and other new rural developments; and

 

     WHEREAS, homeless individuals living in encampments also frequently suffer from a lack of adequate toilet facilities; and

 

     WHEREAS, composting toilets are an effective way to provide toilet facilities to underserved or remote populations; and

 

     WHEREAS, Act 187, Session Laws of Hawaii 2015, authorized, and Act 239, Session Laws of Hawaii 2016, mandated that the counties approve the installation and use of composting toilets in areas that are inaccessible to municipal wastewater systems; and

 

     WHEREAS, composting toilets can benefit the people of Maui and improve overall public health and welfare; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the County of Maui is requested to approve the installation and use of composting toilets throughout Maui, especially in remote areas where county sewer line access and cesspool conversion can be cost-prohibitive; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the County of Maui, Chair of the Maui County Council, and Directors of the County of Maui Departments of Environmental Management and Planning.
