SENATE RESOLUTION

 

 

urging the department of labor and industrial relations to identify job classifications FOR WHICH a career and technical education certificate may substitute for an associate of arts degree.

 

 


     WHEREAS, career and technical education programs integrate academic skills and hands-on training to ensure that students are well prepared for their careers; and

 

     WHEREAS, the programs help students become well-rounded individuals, citizens, and employees by emphasizing major academic subjects, communication skills, and political and social responsibility; and

 

     WHEREAS, the programs have proven successful for students who thrive in less traditional learning environments, allowing them to see the immediate relevance and real-world applications of their education; and

 

     WHEREAS, career and technical education programs create opportunities and provide options for disabled individuals, individuals from economically disadvantaged families, homeless individuals, and others who might otherwise be unemployed or underemployed; and

 

     WHEREAS, career and technical education certificates indicate a student's preparedness for employment and are in many ways comparable to an Associate of Arts degree; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Department of Labor and Industrial Relations is urged to identify job classifications for which a Career and Technical Education Certificate may substitute for an Associate of Arts degree; and

 

     BE IT FURTHER RESOLVED that the Department of Labor and Industrial Relations is requested to submit a report of its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Labor and Industrial Relations, Chairperson of the Board of Education, Superintendent of Education, and State Director for Career and Technical Education.
