SENATE RESOLUTION

 

 

ESTABLISHING A WORKING GROUP TO DISCUSS MIXED USE DEVELOPMENT IN THE URBAN CORE AND MAIN STREETS, WAYS OF CONSTRUCTING DENSITY IN THE URBAN CORE TO MINIMIZE SPRAWL, AND MIXED USE DEVELOPMENT REGARDING TRANSIT STATIONS.

 

 


     WHEREAS, because Hawaii is an island state with limited land and other resources, sound land use policy planning must be utilized to ensure a sustainable and livable environment; and

 

     WHEREAS, in an effort to stimulate the economy and promote sound land use policy planning, a working group is necessary to discuss such issues as mixed use development in the urban core and main streets, ways of constructing density in the urban core to minimize sprawl, and mixed use development regarding transit stations; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the President of the Senate is requested to establish an Urban Core and Main Street Redevelopment Working Group (Working Group) to discuss mixed use development in the urban core and main streets, ways of constructing density in the urban core to minimize sprawl, and mixed use development regarding transit stations; and

 

     BE IT FURTHER RESOLVED that the Working Group be composed of the following members:

 

     (1)  The Chair and Vice Chair of the Senate Committee on Water, Land, and Housing;

 

     (2)  At least two Senators as may be designated by the President of the Senate;

 

     (3)  The Director of the Office of Planning, or the Director's designee;

 

     (4)  The Director of Finance, or the Director's designee;

 

     (5)  The Comptroller, or the Comptroller's designee;

 

     (6)  The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee;

 

     (7)  The Mayor of each county, or the Mayor's designee;

 

     (8)  The Council Chair of each county, or the Council Chair's designee;

 

     (9)  The Director of the Department of Planning and Permitting of the City and County of Honolulu, or the Director's designee;

 

    (10)  The Chairperson of the Board of Directors of the Honolulu Authority for Rapid Transportation, or the Chairperson's designee;

 

    (11)  The President of the Hawaii Building and Construction Trades Council, or the President's designee;

 

    (12)  The Executive Vice President of the General Contractors Association of Hawaii, or the Executive Vice President's designee;

 

    (13)  The President of the Land Use Research Foundation of Hawaii, or the President's designee;

 

    (14)  A representative of the Urban Land Institute Hawaii; and

 

    (15)  A representative or representatives of any other interested stakeholders or entities, including but not limited to developers, architects, and contractors, upon the approval of the President of the Senate; and

 

     BE IT FURTHER RESOLVED that the President of the Senate select a member of the Working Group to serve as Chairperson of the Working Group; and

 

     BE IT FURTHER RESOLVED that the Working Group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the Senate; Director of the Office of Planning of the Department of Business, Economic Development, and Tourism; Director of Finance; Comptroller; Chairperson of the Board of Land and Natural Resources; Mayors and Council Chairs of the City and County of Honolulu and Kauai, Maui, and Hawaii counties; Director of Planning and Permitting of the City and County of Honolulu; Chairperson of the Board of Directors of the Honolulu Authority for Rapid Transportation; President of the Hawaii Building and Construction Trades Council; Executive Vice President of the General Contractors Association of Hawaii; President of the Land Use Research Foundation of Hawaii; and Urban Land Institute Hawaii.
