SENATE RESOLUTION

 

 

Requesting the Professional and vocational licensing division to convene a working group to consider streamlining or consolidating any of the licensing boards and commissions within the purview of the division.

 

 


     WHEREAS, the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs is responsible for twenty-five licensing boards and commissions; and

 

     WHEREAS, the Professional and Vocational Licensing Division has a limited number of financial and human resources to successfully administrate all twenty-five licensing boards and commissions; and

 

     WHEREAS, these licensing boards and commissions could potentially be streamlined and consolidated to become more effective to ensure that the licensing process in Hawaii remains as efficient as possible; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Professional and Vocational Licensing Division is requested to convene a working group to examine the structure of the various licensing boards and commissions within the purview of the Professional and Vocational Licensing Division and consider whether any of the licensing boards and commissions could be streamlined or consolidated; and

 

     BE IT FURTHER RESOLVED that the working group include the Licensing Administrator of the Professional and Vocational Licensing Division and the four Senior Executive Officers of the Professional and Vocational Licensing Division; and

 

     BE IT FURTHER RESOLVED that the working group is also requested to explore how other states approach the professional and vocational licensing process and consider if there are any best practices or administrative procedures that could be adopted for use with the licensing boards and commissions in Hawaii; and

 

     BE IT FURTHER RESOLVED that the working group is requested to submit a report of the working group's findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014 and be dissolved on June 30, 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Commerce and Consumer Affairs and the Licensing Administrator of the Professional and Vocational Licensing Division.
