SENATE RESOLUTION

 

 

urging the board of education to adopt rules to allow home schooled students to participate in public school extracurricular activities.

 

 


     WHEREAS, extracurricular activities, such as athletics, music, and drama, play an important role in the development of students; and

 

     WHEREAS, the State's public school system provides public school students the opportunity to participate in numerous before-school and after-school activities that enhance their development as contributing members of society; and

 

     WHEREAS, the Board of Education does not have a policy allowing home schooled students the opportunity to participate in any extracurricular activity at public schools; and

 

     WHEREAS, under existing law, charter school students are allowed to participate in athletic programs that are provided at public schools; and

 

     WHEREAS, home schooled students require a well-balanced education, similar to public school and charter school students, and can benefit greatly from participating in extracurricular activities; and

 

     WHEREAS, according to the Home School Legal Defense Association, there are thirty-five states that allow home schooled students to participate in extracurricular activities of a public school; and

 

     WHEREAS, home schooled students should have equal opportunity to participate in extracurricular activities offered by public schools in order to enhance their development and provide them with the same benefits that all public and charter school students in the State enjoy; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Board of Education is urged to adopt rules to allow students who are home schooled to participate in public school extracurricular activities; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
