Section
1.
Section
483A.27A,
subsection
1,
Code
2019,
is

amended
to
read
as
follows:

1.
Notwithstanding
section
483A.27
,
a
person
who
is
sixteen
3
nine
years
of
age
or
older
may
purchase
a
hunting
license
with
4
an
apprentice
hunter
designation
on
the
license
without
first
5
completing
a
hunter
education
course
if
the
person
meets
all
6
the
requirements
of
this
section
.
The
issuance
of
a
license
7
with
an
apprentice
hunter
designation
shall
not
be
restricted
8
by
the
provisions
of
section
483A.31.

EXPLANATION
10
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
11
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
a
person
who
is
at
least
16
years
old
may
13
purchase
a
license
with
an
apprentice
hunter
designation.
This
14
bill
allows
a
person
who
is
at
least
nine
years
old
to
purchase
15
a
license
with
an
apprentice
hunter
designation.
The
bill
16
requires
the
department
of
natural
resources
to
issue
a
license
17
with
an
apprentice
hunter
designation
to
a
nonresident
even
if
18
the
nonresident’s
state
does
not
provide
reciprocal
benefits
19
to
Iowa
residents.
