Section 257.31, subsection 5, unnumbered 1 2 paragraph 1, Code 2017, is amended to read as follows: 1 3 If a district has unusual circumstances, creating an unusual 1 4 need for additional funds, including but not limited to the 1 5 circumstances enumerated in paragraphs "a" through"n""o", 1 6 the committee may grant supplemental aid to the district from 1 7 any funds appropriated to the department of education for the 1 8 use of the school budget review committee for the purposes of 1 9 this subsection. The school budget review committee shall 1 10 review a school district's unexpended fund balance prior to 1 11 any decision regarding unusual finance circumstances. Such 1 12 aid shall be miscellaneous income and shall not be included in 1 13 district cost. In addition to or as an alternative to granting 1 14 supplemental aid the committee may establish a modified 1 15 supplemental amount for the district. The school budget review 1 16 committee shall review a school district's unspent balance 1 17 prior to any decision to establish a modified supplemental 1 18 amount under this subsection. 1 19 Sec. 2. Section 257.31, subsection 5, Code 2017, is amended 1 20 by adding the following new paragraph: 1 21 NEW PARAGRAPH. o. Summer reading programs for students 1 22 who were enrolled in kindergarten through grade three for the 1 23 school year immediately preceding the summer during which the 1 24 program is provided, including transportation costs for such 1 25 students. 1 26 EXPLANATION 1 27 The inclusion of this explanation does not constitute agreement with 1 28 the explanation's substance by the members of the general assembly. 1 29 Code section 257.31 specifies the types of unusual 1 30 circumstances under which the school budget review committee 1 31 may grant supplemental aid to a school district from available 1 32 funding or establish a modified supplemental amount for a 1 33 school district. 1 34 This bill adds summer reading programs for students who 1 35 were enrolled in kindergarten through grade 3 during the most 2 1 recently completed school year, including transportation costs 2 2 for such students, to the list of authorized circumstances.
