H.F. 2531 Section 1. Section 80B.11, subsection 1, paragraph j, Code 1 2020, is amended to read as follows: 2 j. Minimum qualifications for instructors in public safety 3 telecommunicator training schools. 4 Sec. 2. Section 80B.11C, Code 2020, is amended to read as 5 follows: 6 80B.11C Telecommunicator Public safety telecommunicator 7 training standards. 8 The director of the academy, subject to the approval of 9 the council, in consultation with the Iowa state sheriffs’ 10 and deputies’ association, the Iowa police executive forum, 11 the Iowa peace officers association, the Iowa state police 12 association, the Iowa professional fire fighters, the Iowa 13 emergency medical services association, the joint council of 14 Iowa fire service organizations, the Iowa department of public 15 safety, the Iowa chapter of the association of public-safety 16 communications officials——international, inc., the Iowa chapter 17 of the national emergency number association, the department 18 of homeland security and emergency management, and the Iowa 19 department of public health, shall adopt rules pursuant 20 to chapter 17A establishing minimum standards for training 21 of public safety telecommunicators. For purposes of this 22 section , “telecommunicator” “Public safety telecommunicator” 23 means a person who receives serves as a first responder by 24 receiving requests for, or dispatches by dispatching requests 25 to, emergency response agencies which include but are not 26 limited to law enforcement, fire, rescue, and emergency medical 27 services agencies. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill modifies Code section 80B.11C governing 32 telecommunicator training standards and the definition 33 of “telecommunicator”. The bill modifies the term 34 “telecommunicator” to be “public safety telecommunicator” and 35 -1- LSB 5943HV (1) 88 md/ns 1/ 2
