H.F. 2549 Section 1. NEW SECTION . 80.7 Peace officers —— health 1 insurance. 2 1. Notwithstanding any provision to the contrary, peace 3 officers employed within the department that are not covered 4 under a collective bargaining agreement shall have the option 5 to participate in the group health insurance plan that is 6 negotiated under chapter 20 between the state and the state 7 police officers council labor union for peace officers. 8 2. The department shall calculate the savings to the 9 department for peace officers exercising the option to 10 participate in the group health insurance plan pursuant to 11 subsection 1. The department shall transfer to the special 12 investigations fund created in section 80.48 from moneys 13 appropriated to the department an amount equal to the savings 14 calculated by the department. 15 Sec. 2. NEW SECTION . 80.48 Special investigations fund. 16 1. A special investigations fund is established in the state 17 treasury under the control of the department. The fund shall 18 consist of moneys transferred to the fund pursuant to section 19 80.7. 20 2. Moneys in the fund are appropriated to the department for 21 purposes of paying for departmental personnel to investigate 22 unsolved homicides and sexual assaults. 23 3. Notwithstanding section 8.33, moneys in the fund 24 that remain unencumbered or unobligated at the close of a 25 fiscal year shall not revert but shall remain available for 26 expenditure for the purposes designated. Notwithstanding 27 section 12C.7, subsection 2, interest or earnings on moneys in 28 the fund shall be credited to the fund. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 This bill allows peace officers employed within the 33 department of public safety that are not covered under 34 a collective bargaining agreement to have the option to 35 -1- LSB 5964HV (1) 88 ec/rn 1/ 2

The bill provides that 3 the department shall calculate the savings to the department 4 for peace officers exercising the option provided by the bill 5 and directs the department to transfer moneys to a new special 6 investigations fund created by the bill in an amount equal to 7 the savings.
