H.F. 271 Section 1. Section 257.10, subsection 9, paragraph c, 1 subparagraph (1), Code 2019, is amended to read as follows: 2 (1) The unadjusted teacher salary supplement district cost 3 is the teacher salary supplement district cost per pupil for 4 each school district for a budget year multiplied by the sum 5 of the budget enrollment for that school district plus the 6 preschool budget enrollment for that school district under 7 section 256C.5 . 8 Sec. 2. Section 257.10, subsection 9, paragraph d, Code 9 2019, is amended to read as follows: 10 d. For the budget year beginning July 1, 2009, the use 11 of the funds calculated under this subsection shall comply 12 with the requirements of chapter 284 and shall be distributed 13 to teachers pursuant to section 284.3A . For the budget year 14 beginning July 1, 2010, and succeeding budget years, the use 15 of the funds calculated under this subsection shall comply 16 with the requirements of chapter 284 and shall be distributed 17 to teachers pursuant to section 284.3A , including for budget 18 years beginning on or after July 1, 2020, to teachers serving a 19 preschool program under chapter 256C, if applicable . 20 Sec. 3. Section 257.10, subsection 10, paragraph c, 21 subparagraph (1), Code 2019, is amended to read as follows: 22 (1) The unadjusted professional development supplement 23 district cost is the professional development supplement 24 district cost per pupil for each school district for a budget 25 year multiplied by the sum of the budget enrollment for that 26 school district plus the preschool budget enrollment for that 27 school district under section 256C.5 . 28 Sec. 4. Section 257.10, subsection 10, paragraph d, Code 29 2019, is amended to read as follows: 30 d. The use of the funds calculated under this subsection 31 and any amount designated for professional development purposes 32 from the school district’s flexibility account under section 33 298A.2, subsection 2 , shall comply with the requirements of 34 chapter 284 and, for budget years beginning on or after July 1, 35 -1- LSB 2179YH (2) 88 md/jh 1/ 6
H.F. 271 2020, shall include professional development purposes relating 1 to teachers serving a preschool program under chapter 256C, if 2 applicable . If all professional development requirements of 3 chapter 284 are met and funds received under this subsection 4 remain unexpended and unobligated at the end of a fiscal year 5 beginning on or after July 1, 2017, the school district may 6 transfer all or a portion of such unexpended and unobligated 7 funds for deposit in the school district’s flexibility account 8 established under section 298A.2, subsection 2 . 9 Sec. 5. Section 257.10, subsection 11, paragraph c, 10 subparagraph (1), Code 2019, is amended to read as follows: 11 (1) The unadjusted early intervention supplement district 12 cost is the early intervention supplement district cost per 13 pupil for each school district for a budget year multiplied by 14 the sum of the budget enrollment for that school district plus 15 the preschool budget enrollment for that school district under 16 section 256C.5 . 17 Sec. 6. Section 257.10, subsection 12, paragraph c, 18 subparagraph (1), Code 2019, is amended to read as follows: 19 (1) The unadjusted teacher leadership supplement district 20 cost is the teacher leadership supplement district cost per 21 pupil for each school district for a budget year multiplied by 22 the sum of the budget enrollment for that school district plus 23 the preschool budget enrollment for that school district under 24 section 256C.5 . 25 Sec. 7. Section 257.10, subsection 12, paragraph d, Code 26 2019, is amended to read as follows: 27 d. For the budget year beginning July 1, 2014, and 28 succeeding budget years, the use of the funds calculated under 29 this subsection shall comply with the requirements of chapter 30 284 and shall be distributed to teachers pursuant to section 31 284.15 , including for budget years beginning on or after July 32 1, 2020, to teachers serving a preschool program under chapter 33 256C, if applicable . The funds shall be used only to increase 34 the payment for a teacher assigned to a leadership role 35 -2- LSB 2179YH (2) 88 md/jh 2/ 6
H.F. 271 pursuant to a framework or comparable system approved pursuant 1 to section 284.15 ; to increase the percentages of teachers 2 assigned to leadership roles; to increase the minimum teacher 3 starting salary to thirty-three thousand five hundred dollars; 4 to cover the costs for the time mentor and lead teachers are 5 not providing instruction to students in a classroom; for 6 coverage of a classroom when an initial or career teacher 7 is observing or co-teaching with a teacher assigned to a 8 leadership role; for professional development time to learn 9 best practices associated with the career pathways leadership 10 process; and for other costs associated with a framework or 11 comparable system approved by the department of education under 12 section 284.15 with the goals of improving instruction and 13 elevating the quality of teaching and student learning. 14 Sec. 8. Section 257.37, subsection 4, Code 2019, is amended 15 to read as follows: 16 4. a. “Enrollment served” means the basic enrollment 17 plus the number of nonpublic school pupils served with media 18 services or educational services, as applicable, except that if 19 a nonpublic school pupil or a pupil attending another district 20 under a whole grade sharing agreement or open enrollment 21 receives services through an area other than the area of the 22 pupil’s residence, the pupil shall be deemed to be served by 23 the area of the pupil’s residence, which shall by contractual 24 arrangement reimburse the area through which the pupil actually 25 receives services. Each school district shall include in 26 the enrollment report submitted pursuant to section 257.6, 27 subsection 1 , the number of nonpublic school pupils within each 28 school district for media and educational services served by 29 the area. However, the school district shall not include in 30 the enrollment report nonpublic school pupils receiving classes 31 or services funded entirely by federal grants or allocations. 32 b. For school budget years beginning on or after July 1, 33 2020, for purposes of this section, “basic enrollment” means 34 the sum of the “basic enrollment” as defined in section 257.6 35 -3- LSB 2179YH (2) 88 md/jh 3/ 6
H.F. 271 and the preschool budget enrollment as determined under section 1 256C.5. 2 Sec. 9. Section 257.37A, subsection 1, paragraph c, 3 subparagraph (1), Code 2019, is amended to read as follows: 4 (1) The unadjusted area education agency teacher salary 5 supplement district cost is the area education agency teacher 6 salary supplement district cost per pupil for each area 7 education agency for a budget year multiplied by the sum of 8 the special education support services weighted enrollment 9 for that area education agency plus the total preschool 10 budget enrollment for all school districts served by the area 11 education agency . 12 Sec. 10. Section 257.37A, subsection 1, paragraph d, Code 13 2019, is amended to read as follows: 14 d. For the budget year beginning July 1, 2009, the use 15 of the funds calculated under this subsection shall comply 16 with requirements of chapter 284 and shall be distributed to 17 teachers pursuant to section 284.3A . For the budget year 18 beginning July 1, 2010, and succeeding budget years, the use 19 of the funds calculated under this subsection shall comply 20 with the requirements of chapter 284 and shall be distributed 21 to teachers pursuant to section 284.3A , including for budget 22 years beginning on or after July 1, 2020, to teachers serving a 23 preschool program under chapter 256C, if applicable . 24 Sec. 11. Section 257.37A, subsection 2, paragraph c, 25 subparagraph (1), Code 2019, is amended to read as follows: 26 (1) The unadjusted area education agency professional 27 development supplement district cost is the area education 28 agency professional development supplement district cost 29 per pupil for each area education agency for a budget year 30 multiplied by the sum of the special education support services 31 weighted enrollment for that area education agency plus the 32 total preschool budget enrollment for all school districts 33 served by the area education agency . 34 Sec. 12. Section 257.37A, subsection 2, paragraph d, Code 35 -4- LSB 2179YH (2) 88 md/jh 4/ 6

The use of the funds calculated under this subsection 2 shall comply with requirements of chapter 284 and, for budget 3 years beginning on or after July 1, 2020, including purposes 4 relating to teachers serving a preschool program under chapter 5 256C, if applicable . 6 Sec. 13. APPLICABILITY. This Act applies to school budget 7 years beginning on or after July 1, 2020. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to the to the calculation and use of 12 certain school district and area education agency categorical 13 funding supplements. 14 Code section 257.10 calculates for each school district 15 a teacher salary supplement district cost, a professional 16 development supplement district cost, an early intervention 17 supplement district cost, and a total teacher leadership 18 supplement district cost by multiplying an applicable per pupil 19 amount by the budget enrollment for that school district. The 20 bill modifies the calculation for each of those categorical 21 funding supplements by providing that the applicable per pupil 22 amount is multiplied by the sum of budget enrollment for that 23 school district plus the preschool budget enrollment for that 24 school district determined under Code section 256C.5. 25 Code section 257.37 establishes calculations for total 26 amount funded in each area education agency for media services 27 and for educational support by multiplying the applicable per 28 pupil amount by the enrollment served by the area education 29 agency. The bill modifies the calculation of enrollment served 30 for purposes of these calculations by specifying the inclusion 31 preschool budget enrollments as determined under Code section 32 256C.5. 33 Code section 257.37A establishes calculations for the area 34 education agency teacher salary supplement district cost and 35 -5- LSB 2179YH (2) 88 md/jh 5/ 6
H.F. 271 the area education agency professional development supplement 1 district cost by multiplying an applicable per pupil amount by 2 the special education support services weighted enrollment for 3 that area education agency. The bill modifies the calculation 4 for those categorical funding supplements by providing that 5 the applicable per pupil amount is multiplied by the sum of 6 the special education support services weighted enrollment 7 for that area education agency plus the total preschool 8 budget enrollment for all school districts served by the area 9 education agency. 10 The bill also modifies each of the provisions governing the 11 uses of such funds generated through the funding supplements 12 to provide for their use for appropriate purposes related to 13 teachers serving a preschool program under Code chapter 256C. 14 The bill applies to school budget years beginning on or after 15 July 1, 2020. 16 -6- LSB 2179YH (2) 88 md/jh 6/ 6
