1.
Section
256.7,
subsection
31,
paragraph
a,
Code
1
2019,
is
amended
to
read
as
follows:

a.
Adopt
by
rule
guidelines
for
school
district
3
implementation
of
section
279.68
,
including
but
not
limited
4
to
basic
levels
of
reading
proficiency
on
approved
locally
5
determined
or
statewide
assessments
and
identification
of
tools
6
that
school
districts
may
use
in
evaluating
and
reevaluating
7
any
student
who
may
not
be
or
who
is
determined
not
to
be
8
reading
proficiently
and
is
persistently
at
risk
in
reading,
9
including
but
not
limited
to
initial
assessments
and
subsequent
10
assessments,
alternative
assessments,
and
portfolio
reviews.

Effective
July
1,
2020,
assessments
used
in
accordance
with
12
this
subsection
shall
include
progress-monitoring
tools
to
13
assist
students
and
monitor
and
measure
phonological
awareness,
14
word
identification,
and
spelling
skills.
The
state
board
15
shall
adopt
standards
that
provide
a
reasonable
expectation
16
that
a
student’s
progress
toward
reading
proficiency
under
17
section
279.68
is
sufficient
to
master
appropriate
grade
four
18
level
reading
skills
prior
to
the
student’s
promotion
to
grade
19
four.

2.
DEPARTMENT
OF
EDUCATION

STATEWIDE
READING

ASSESSMENT
BIDDING
REQUIREMENT.
The
department
of
education
22
shall
reissue
a
bid
for
delivery
of
a
statewide
assessment
23
that
meets
the
requirements
of
section
256.7,
subsection
31,
24
paragraph
“a”,
which
shall
be
available
to
be
administered
in
25
the
school
year
beginning
July
1,
2020.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
27
importance,
takes
effect
upon
enactment.

EXPLANATION
29
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
30
the
explanation’s
substance
by
the
members
of
the
general
assembly.
31
This
bill
provides
that,
effective
July
1,
2020,
locally
32
determined
and
statewide
reading
assessments
administered
33
to
evaluate
students
for
reading
proficiency
shall
include
34
progress-monitoring
tools
to
assist
students
and
monitor
and

The
bill
directs
the
department
of
education
