H.F. 752 Section 1. Section 2.69, subsection 4, Code 2019, is amended 1 by adding the following new paragraph: 2 NEW PARAGRAPH . 0d. Review and analyze approximately 3 one-third of all professional licenses, certifications, and 4 registrations available in the state during each two-year 5 period, such that each license, certification, and registration 6 shall be reviewed within six years. The committee may require 7 the submission of information by the relevant licensing, 8 certifying, or registering entities and other interested 9 parties. The committee shall consider the direct and indirect 10 costs, utility, and health and safety implications of requiring 11 such licenses, certifications, and registrations. The 12 committee shall include in the report required pursuant to 13 paragraph “d” a recommendation, including all supporting 14 documents and documents related to the committee’s work on 15 the review, regarding whether the legislature should enact 16 legislation that: 17 (a) Repeals a professional license, certification, or 18 registration. 19 (b) Converts an occupational license to a certification or 20 registration, or converts a certification to a registration. 21 (c) Changes the requisite qualifications for a professional 22 license, certification, or registration. 23 (d) Redefines the scope of practice of a professional 24 license, certification, or registration. 25 (e) Reflects any other recommendation made by the 26 committee. 27 Sec. 2. Section 2.69, subsection 4, paragraph d, Code 2019, 28 is amended to read as follows: 29 d. Issue a report, including its findings and 30 recommendations, to the general assembly. The report shall be 31 assigned to a standing committee in each house of the general 32 assembly during the succeeding legislative session following 33 the submission of the report for review and recommendations. 34 Sec. 3. H.F. 752 following new subsection: 1 NEW SUBSECTION . 16. Maintain a list on the internet site of 2 the department of workforce development of each professional 3 license, certification, and registration issued in the state 4 and the requirements to receive each license, certification, or 5 registration. The department of workforce development shall 6 update the list as soon as practicable after the conclusion of 7 each session of the general assembly. 8 Sec. 4. NEW SECTION . 272C.13 Disqualifications for criminal 9 convictions limited. 10 An individual may petition a licensing board, in a form 11 prescribed by the licensing authority, for a determination as 12 to whether the individual’s criminal record will prevent the 13 individual from receiving a license. The licensing board shall 14 issue such determinations within thirty days of receipt. The 15 licensing board may charge a fee to recoup the costs of such 16 a determination, provided that such a fee shall not exceed 17 twenty-five dollars. 18 -2- HF 752 (2) 88 ss/rn/md 2/ 2
