Senate Concurrent Resolution 4 - Introduced SENATE CONCURRENT RESOLUTION NO. 4 BY MATHIS A Concurrent Resolution requesting establishment of 1 an interim study committee to identify creative, 2 environmental, and sustainable ways to limit 3 single-use plastics. 4 WHEREAS, plastic has been mass produced for about 5 sixty years and in that time has created over eight 6 billion metric tons of waste, of which only about nine 7 percent is recycled; and 8 WHEREAS, plastic waste could sit in Iowa landfills 9 for hundreds of years or, in the case of lighter 10 plastic materials such as bags and plastic wrap, get 11 blown by the wind into the natural environment; and 12 WHEREAS, even though some Iowa communities have 13 developed creative solutions to address waste plastic, 14 such as the metro waste authority’s plastic bag swap 15 competition, the amount of plastic waste heading 16 to landfills has outpaced the amount reduced or 17 recycled; NOW THEREFORE, 18 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 19 REPRESENTATIVES CONCURRING, That the legislative 20 council is requested to establish a legislative interim 21 committee, composed of three members of the Senate and 22 three members of the House of Representatives, to meet 23 during the 2019 interim to study and discuss creative, 24 environmental, and sustainable ways to limit single-use 25 plastics. The committee shall consider testimony from 26 interested stakeholders, including but not limited to 27 representatives of solid waste agencies from within the 28 -1- LSB 1222XS (2) 88 js/tm 1/ 2
