S.F. 202 Section 1. NEW SECTION . 483A.8D Youth deer and youth wild 1 turkey hunting licenses —— cost —— season length. 2 1. The cost for a youth deer hunting license shall be no 3 more than fifty percent of the cost of a resident deer hunting 4 license, as provided in rules adopted pursuant to section 5 483A.1. The cost for a youth wild turkey hunting license shall 6 be no more than fifty percent of the cost of a resident wild 7 turkey hunting license, as provided in rules adopted pursuant 8 to section 483A.1. 9 2. The department shall make available for purchase youth 10 deer hunting licenses and youth wild turkey hunting licenses 11 during the entire calendar year. 12 3. Youth wild turkey hunting season shall last for the nine 13 consecutive days, including two full weekends, immediately 14 prior to the first turkey season established by the department 15 by rule. The department may reduce the length of the youth 16 wild turkey hunting season only after it makes a report 17 available to the public on the department’s internet site 18 stating the biological reason such a reduction is necessary and 19 only after it eliminates all other wild turkey hunting seasons. 20 Sec. 2. EFFECTIVE DATE. The following, being deemed of 21 immediate importance, takes effect upon enactment: 22 The section of this Act enacting section 483A.8D, subsection 23 3. 24 Sec. 3. APPLICABILITY. The following applies on or after 25 the effective date of this Act to any youth turkey season 26 scheduled during the 2019 calendar year: 27 The section of this Act enacting section 483A.8D, subsection 28 3. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 The department of natural resources currently regulates 33 the cost and availability of youth deer and youth wild turkey 34 hunting licenses and the length of the youth wild turkey 35 -1- LSB 1118SV (2) 88 js/rn 1/ 2
S.F. 202 hunting season by rule. This bill prohibits the department 1 from establishing a cost on a youth deer or youth wild turkey 2 hunting license that is higher than 50 percent of a resident 3 deer or resident wild turkey hunting license, respectively. 4 The bill also requires the department to sell youth deer and 5 youth wild turkey hunting licenses during the entire calendar 6 year. Last, the bill sets the season length for the youth wild 7 turkey hunting season at nine days. The department may shorten 8 the season only after it submits to the public a report in 9 which it explains the biological reason why reducing the length 10 of the season is necessary and only after it eliminates all 11 other wild turkey hunting seasons. 12 The section of the bill establishing the length of youth wild 13 turkey hunting season at nine days is effective upon enactment 14 and applies to any youth wild turkey hunting season scheduled 15 during the 2019 calendar year. 16 -2- LSB 1118SV (2) 88 js/rn 2/ 2
