S.F. 4 Section 1. NEW SECTION . 418.10A Flood mitigation —— 1 appropriation. 2 There is appropriated from the general fund of the state to 3 the department of homeland security and emergency management, 4 for the fiscal year beginning July 1, 2019, and for each 5 subsequent fiscal year, the amount of four million dollars to 6 be deposited in the flood mitigation fund created in section 7 418.10. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 GENERAL. This bill appropriates moneys from the general 12 fund to the department of homeland security and emergency 13 management for deposit in the Iowa flood mitigation fund for 14 each fiscal year beginning July 1, 2019. 15 BACKGROUND. A flood mitigation board consisting of nine 16 voting members and five ex officio nonvoting members housed 17 in the department (Code section 418.5) administers a flood 18 mitigation program to assist governmental entities (e.g., 19 cities and counties) undertaking projects which include 20 the construction and reconstruction of levees, embankments, 21 impounding reservoirs, or conduits determined necessary for the 22 protection of property from the effects of floodwaters (Code 23 sections 418.1, 418.4, and 418.8). The program is supported 24 from moneys in the fund which is also under the control of the 25 board. Such moneys are to be used to provide assistance in 26 the form of grants, loans, and forgivable loans (Code section 27 418.10(3)). 28 -1- LSB 1574SS (2) 88 da/rn 1/ 1
