S.F. 491 Section 1. WATER RESOURCES COORDINATING COUNCIL —— PILOT 1 PROJECT TO INSTALL RIPARIAN BUFFERS. 2 1. The water resources coordinating council established 3 pursuant to section 466B.3 shall make recommendations for the 4 implementation of a pilot project involving the installation of 5 riparian buffers consisting of perennial vegetation adjacent to 6 waters of the state to be located within a subwatershed that 7 is part of a regional watershed as defined in section 466B.2 8 and that is on a list of targeted subwatersheds or regional 9 watersheds prepared by the department of natural resources. 10 2. The pilot project shall do all of the following: 11 a. Protect state water resources from erosion and runoff 12 pollution. 13 b. Stabilize soils, shores, and banks. 14 c. Protect or provide riparian corridors. 15 d. Achieve adoption of buffers by all landowners owing 16 shoreland in the watershed. 17 3. In preparing the recommendations, the council shall 18 consider methods to best implement a pilot project, including 19 but not limited to planning, mapping, providing technical and 20 financial assistance, alternative practices, tracking progress 21 towards compliance, enforcement, other governance issues, and 22 maintenance. 23 4. In preparing the recommendations, the council shall 24 consult with commissioners of soil and water conservation 25 districts, local water management authorities, interested state 26 agencies and private organizations, and landowners. 27 5. The council shall prepare and submit a report to the 28 governor and general assembly not later than January 13, 2020. 29 The report shall include recommendations for action by the 30 general assembly, including proposed legislation to establish 31 the pilot project for consideration by the general assembly 32 during the 2020 legislative session. 33 EXPLANATION 34 The inclusion of this explanation does not constitute agreement with 35 -1- LSB 2596XS (4) 88 da/rn 1/ 2
