Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Sec.
26.
No
right
to
abortion
or
required
funding
of
5
abortion.
The
Constitution
of
the
State
of
Iowa
does
not
6
secure
or
protect
a
right
to
abortion
or
require
the
funding
7
of
abortion.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
amendment
9
to
the
Constitution
of
the
State
of
Iowa
is
referred
to
the
10
general
assembly
to
be
chosen
at
the
next
general
election
for
11
members
of
the
general
assembly,
and
shall
be
published
as
12
provided
by
law
for
three
consecutive
months
previous
to
the
13
date
of
that
election.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
16
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
18
Constitution
of
the
State
of
Iowa
specifying
that
the
19
Constitution
of
the
State
of
Iowa
does
not
secure
or
protect
a
20
right
to
abortion
or
require
the
funding
of
abortion.
21
The
joint
resolution,
if
adopted,
would
be
referred
to
the
22
next
general
assembly
for
adoption
a
second
time
before
being
23
submitted
to
the
electorate
for
ratification.
