Summary

Amends the Liquor Control Act of 1934. Provides that nothing in the Act, except for specified provisions concerning prohibited sales and possession of alcoholic liquor (instead of nothing in Public Act 95-634), shall deny, limit, remove, or restrict the ability of a holder of a retailer's license to transfer or ship (instead of transfer, deliver, or ship) alcoholic liquor to the purchaser for use or consumption subject to any applicable local law or ordinance. Provides that nothing in the Act, except for specified provisions concerning prohibited sales and possession of alcoholic liquor, shall deny, limit, remove, or restrict the ability of a holder of a retailer's license to deliver alcoholic liquor to the purchaser for use or consumption. Provides that the delivery shall only be made within 12 hours from the time the alcoholic liquor leaves the licensed premises of the retailer for delivery. Defines "shipping" and "deliver" for purposes of a provision concerning licenses. Limits home rule powers to regulate the delivery of alcoholic liquor. Makes other changes.
