Summary

Amends the Intergenerational Poverty Act. Provides that the Commission on Poverty Elimination and Economic Security shall include 2 members of the judiciary (currently, one member or a designee) who shall be appointed by the Chief Justice of the Illinois Supreme Court. Amends the Supreme Court Act. Provides that the office of marshal for the Supreme Court may also employ court security officers. Authorizes a court security officer to arrest in the same manner as a court security officer hired by a county sheriff. Allows a court security officer to carry a weapon at his or her place of employment and to and from his or her place of employment. Amends the Access to Justice Act. Requires each appointing authority of the Statutory Court Fee Task Force to fill any vacancy existing on the effective date by March 1, 2021. Requires the Statutory Court Fee Task Force to review and study the implementation and impact of the Criminal and Traffic Assessment Act and the court fees Section of the Clerks of Courts Act, including the associated Supreme Court Rules on civil and criminal assessments. Requires the Task Force to submit a report to the Supreme Court and the General Assembly by January 1, 2022. Amends the Criminal and Traffic Assessment Act. Requires the clerk of the circuit court to submit an annual report containing information related to assessments (rather than a single report). Repeals the Act on January 1, 2023 (rather than January 1, 2022). Makes conforming changes in the Clerks of Courts Act. Amends the Code of Civil Procedure. Allows the Supreme Court to provide for mandatory arbitration of civil actions as the Court deems appropriate in order to expedite in a less costly manner any litigation wherein a party asserts a claim not exceeding $75,000 (rather than $50,000) or any lesser amount as authorized by the Supreme Court. Effective immediately.
