Bill Title: Amends the Criminal Identification Act. Provides eligibility for expungement and sealing for participants of a diversion program. Amends the Cannabis Control Act, the Illinois Controlled Substances Act, and the Methamphetamine Control and Community Protection Act. Lowers penalties for certain specified offenses. Provides that a defendant shall not be ineligible for a sentence of probation as a result of having been previously convicted of a Class 4 felony violation of possession of a controlled or counterfeit substance or controlled substance analog or a Class 3 felony violation of methamphetamine possession prior to the effective date of the amendatory Act. Amends the Code of Criminal Procedure of 1963. Provides that a person serving a sentence for an offense for which the statutory penalty has been subsequently reduced under the amendatory Act may petition the trial court that entered the judgment of conviction to request resentencing in accordance with the statutory penalty in effect at the time of the filing of the petition. Amends the Unified Code of Corrections. Modifies eligibility requirements for participation in the Offender Initiative Program and second chance probation. Creates a Misdemeanor Diversion Program. Creates requirements for participation in the Program. Makes other changes.
