Bill Title: Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Removes the sealed bid sale requirement for the sale of used State-owned vehicles to units of local government. Amends the State Finance Act. Provides that beginning July 1, 2020, the fees and other moneys received by the Department of Central Management Services from the sale or transfer of surplus or transferable property shall be paid into the General Revenue Fund (rather than the State Surplus Property Revolving Fund), and such appropriations for the sale or transfer of surplus or transferable property shall be paid from the General Revenue Fund (rather than the State Surplus Property Revolving Fund). Provides for the transfer of the remaining balance, including future deposits, from the State Surplus Property Revolving Fund into the General Revenue Fund. Repeals the State Surplus Property Revolving Fund. Amends the State Property Control Act. Modifies requirements concerning the proceeds received by the Department of Central Management from the sale of vehicles operated by the Department of State Police. Makes conforming and other changes. Effective July 1, 2020.
