Bill Title: Amends the Election Code. Allows for objections to certificates of nomination and petitions to submit public questions to a referendum to also be submitted using an electronic method approved and provided by the election authority. Provides that if an election authority has required paperless submission of an objector's petitions and has provided a secure Internet-based portal for such, the election authority shall provide the objector with the ability to provide general explanations of objections, attach exhibits, and save progress before submitting and may further require that the objector or his or her agent use the software to indicate each line on the petition to which he or she objects individually. Makes conforming changes.
